3 and 1 are connected and 2 measures the resistance? Is that how it works?

And it also says it is a POSITION CALP so that means it measures how far in or out the metal pole is? (so definitely not a linear actuator!)

So the symbol is that of a variable resistor. It is showing that the carbon track is connected across one and three, and that the slide is connected to two.
It has a diagram of the top connection posts of the slide, so you can connect to it correctly :)
Best thing you can do is connect a multimeter in ohms across these terminals to verify it !
